Construction Notice: Preparatory work to locate underground utilities begins this month on Normal Street and University Avenue. Activities on University Avenue will include night work between the hours of 9 p.m. and 5 a.m. during the month of February. Construction schedules are subject to change. The Eastern Hillcrest Bikeways project is one of five bikeways in the area. It will serve as a vital hub between multiple connection points. The project includes several improvements to facilitate bike riding in the area:
- Separated bikeways and buffered bike lanes on University Avenue from Ninth Avenue to Normal Street, and on Normal Street between University Avenue and Washington Street.
- Shared lane markings and traffic calming features on Lincoln Avenue between Normal Street and Georgia Street.
- Painted shared lane markings and traffic calming features at the southbound connection on Herbert Street between University Avenue and Robinson Avenue, painted (or “buffered”) bike lanes on Robinson Avenue between Herbert Street and Park Boulevard, and buffered bike lanes on Park Boulevard between Robinson Avenue and Upas Street.
- At Park Boulevard and Robinson Avenue, improvements at the intersection will make it safer and easier to use for people walking, biking, or driving.
- A new pedestrian promenade and park along Normal Street between University Avenue and Washington Street. This community-driven concept is being developed jointly with the City of San Diego.

The project was strategically selected and designed to maximize safety for all road users. SANDAG worked with local businesses, residents, and community groups to incorporate feedback on project aesthetics, landscaping, and design features.
The City of San Diego will own and operate the bikeway and SANDAG will oversee construction.
