Our regional network of roads and highways are essential to providing a balance of dedicated safe space for everyone to get where they need to go, including freight vehicles and people who walk, bike, drive, ride transit, and use on-demand services. SANDAG is building out a regional network of Complete Corridors, that create these seamless connections within communities and across jurisdictions.
SANDAG is responsible for planning transportation solutions to meet the region’s evolving needs. By building managed lanes, like express lanes, we help reduce traffic congestion and deliver on our commitments. Managed lanes are special highway lanes designed to move people and goods more efficiently by adjusting access based on factors such as vehicle occupancy, type of vehicle, time of day, direction, tolling, and more. Some examples include:
- High-occupancy vehicle (HOV) lanes
- Accessible to vehicles with multiple people
- Often referred to as carpool lanes
- Express lanes
- Accessible to transit vehicles, HOVs (often for free), and solo drivers (for a fee)
- Also referred to as high-occupancy toll (HOT) lanes
- Toll lanes/roads
- Accessible to all vehicles for a fee
The Regional Plan includes a flexible travel system that adapts to future needs and includes free general purpose lanes and express lane projects to create faster and more reliable travel, provide more travel choices, and maximize existing infrastructure. SANDAG currently operates the I-15 Express Lanes and SR 125 Toll Road (formerly known as the South Bay Expressway) in the San Diego region using FasTrak, California’s electronic tolling system. As future express lane projects move forward, SANDAG and Caltrans will continue to share updates and invite public input at key milestones.
