At SANDAG, we strive to make our meetings, events, and documents accessible to all. SANDAG Board of Directors, Policy Advisory Committee, and working group meetings are open to the public in person and/or virtually in accordance with the Ralph M. Brown Act. Many accommodations are automatically available at our public meetings.

How to Attend
In person: SANDAG Board meetings take place in the SANDAG Boardroom on the first floor of 1011 Union Street, San Diego, CA 92101. Attendees are subject to metal detector screening for weapons prohibited from the meeting per California Penal Code §171b. Review the SANDAG Public Meeting Screening Policy and expectations of conduct during the Board meeting (below) before attending. SANDAG offices are transit accessible. Public bike racks are available on the west side of the building.
Virtually: SANDAG uses Zoom for virtual participation. The Zoom link for each meeting can be found on its calendar event page about a week before the meeting. To join by phone, dial 1.669.900.6833 or 1.929.205.6099.
Directions to Our Office
The SANDAG Main Office is located at 1011 Union Street in Downtown San Diego. The Boardroom is on the first floor.
Driving navigation apps direct you to the main building entrance on Union Street.
Parking garage access in the building is on Front Street between C Street and Broadway.
Transit directions can be found in your maps navigation app, or on the MTS or NCTD websites. The closest Trolley stops are Courthouse (Orange Line) and Civic Center (Blue Line). The COASTER or Green Line to Santa Fe Depot stops 0.4 miles from the building. Several local and Rapid bus routes stop near the building.
Bike racks are located near the building on Union Street.
How to Make a Public Comment
Members of the public may speak to the committee on agenda items when they are considered during the meeting. Comments must be limited to issues relevant to the agenda item.
Public comment on matters not on the agenda are permitted during the non-agenda public comment period, so long as the topic is within the subject matter jurisdiction of the Board or committee. In-person and virtual public comments on items listed under Consent are taken together with reasonable speaker time as determined by the Chair.
Comments are generally limited to three minutes per speaker or as determined by the Chair (Board Policy No. 004).
All comments made in the methods outlined below will become part of the meeting record.
In person: Complete a speaker slip in the lobby. When the agenda item is up for discussion, the clerk will call names for public comment in the order received. Public comment slips must be received by the end of the item’s presentation.
Virtually: At the start of the relevant agenda item, use Zoom’s “Raise Hand” feature to be entered into the speaker queue. If participating by phone, press *9 to "Raise Hand" and *6 to unmute yourself when it is your turn to speak. The clerk will call names in the order hands are raised. Hands must be raised by the end of the item's presentation. Note: The Zoom chat is for procedural matters only and is not a part of the meeting record. Comments provided via the chat feature will not be retained as part of the meeting record.
No person may yield speaking time to another person unless otherwise determined by the Chair.
Online: The online eComment portal is available once an agenda is published. To submit an eComment, locate the meeting in the "Upcoming Meetings" window on its calendar event page and click the comment bubble icon. Click on the item you wish to comment on, and then click on the blue “Leave Comment” button. Note that any information provided, including email addresses, may be subject to public records requests.
Appropriate Meeting Conduct
Per Government Code § 54957.9 any person who engages in disorderly behavior that disrupts, disturbs, or otherwise impedes the orderly conduct of any meeting can be barred from further audience before the Board during that meeting.
For the purposes of civility and an orderly meeting, we kindly ask that you refrain from using loud, threatening, profane, or abusive language.
Signs and visuals may be held by members of the public, as long as they don’t block the view of other meeting attendees or otherwise interrupt or disrupt the orderly conduct of the meeting.
About Closed Sessions
The Board of Directors may adjourn to closed session to consider litigation, personnel matters, or to discuss with legal counsel matters within the attorney-client privilege (Government Code Section 54954.5.). Members of the public can provide public comment on the closed session item prior to the Board adjourning and via eComment, but cannot attend the closed session discussion. If reportable action is taken during the closed session, it will be provided at the conclusion of the discussion.
Language and Accessibility Services
Interpretation: Meetings are conducted in English, and simultaneous interpretation is provided in Spanish (by request only at the Chiefs’/Sheriff’s Management Committee meeting). Interpretation devices are provided at the meeting. SANDAG will provide simultaneous or consecutive interpretation in another language, including ASL, during public meetings or events upon request. Compensation: Per Government Code §54952.3, legislative body members receive the following compensation for simultaneous or serial meetings attended: $100 for Executive Committee, $100 for Borders Committee, and $150 for Board of Directors, pursuant to the SANDAG Bylaws; $100 for Regional Transportation Commission pursuant to state law.

An asterisk (*) next to an agenda item indicates that the Board of Directors also is acting as the San Diego County Regional Transportation Commission for that item.
Physical agendas are available for review at the SANDAG Customer Service Center, 1129 La Media Road, San Diego, CA 92154. A limited number of printed agenda materials are provided at Board and committee meetings. Agenda materials are always available online. Video recordings are generally available three to five business days after the meeting on the calendar event page for each meeting.
