2025 Regional Plan
Draft 2025 Regional Plan Released: The Draft 2025 Regional Plan is now available. Read the plan and explore its projects in the map below, then share your input (comparta un comentario) by July 18.
The goal of the 2025 Regional Plan is to make transportation more convenient, equitable, healthy, and safe for everyone in the San Diego region. It includes short- and long-term plans for improving our transportation system.
The plan creates a transportation network that is accessible and interconnected with improvements to existing projects and other new projects that are supported by programs, policies, and implementation actions, as well as a financial plan.
Our mandates include requirements related to GHG emissions, Title VI, accessibility, and public participation. It also addresses infrastructure, land use, housing, and environmental needs of the region.
Chapter 1 introduces the 2025 Regional Plan by explaining who SANDAG is and how we work with our partners to build the plan. It explains influential factors including key mandates, and it lays out the goals of the plan.
The Sustainable Communities Strategy (SCS), as required by California Senate Bill 375 (Steinberg, 2008) (SB 375), describes how coordinated transportation, housing, and land use will meet the target for reducing per capita greenhouse gas (GHG) emissions set by the California Air Resources Board (CARB).
Guided by data, policy, and performance, Chapter 3 lays out the action elements needed to implement the Regional Plan’s goals and strategies through a balanced mix of near-term and long-term efforts.
The Financial Plan identifies potential funding sources that can support the region’s transportation investments, including new projects and programs and maintaining our existing transportation system.
The interactive map below shows all the projects in the Draft 2025 Regional Plan. Appendix A of the plan contains a list of the same projects organized by geographical area.
The appendices of the Regional Plan are technical documents. The Network Explorer attempts to make that information more accessible to everyone, from local government staff and community-based organizations to the general public.
The Draft 2025 Regional Plan is built on significant input from our region’s communities. The Board and Policy Advisory Committees (PACs), working groups, partner agencies, and community members in all six subregions provided input through interactive workshops. We listened to and considered comments from our online interactive map tool and pop-up feedback collection events hosted by community-based organizations. Thank you for being a vital part of the process.
Appendix J includes detailed documentation of all outreach events leading up to the release of the Draft 2025 Regional Plan.

We expect to release the draft environmental impact report for the plan in late summer 2025. The public will have 45 days to submit written comments on it.
We estimate that the SANDAG Board will consider the final 2025 Regional Plan and final environmental impact report for adoption and certification, respectively, in December 2025.
