2025 Regional Plan Environmental Impact Report

As required by the California Environmental Quality Act (CEQA), SANDAG prepared an environmental impact report (EIR) for the Draft 2025 Regional Plan. The EIR analyzes how the plan’s proposed transportation improvements could affect the region’s air and water quality, land use, and other natural resources, and proposes ways to reduce or avoid negative impacts. It helps decision makers, members of the public, and other public agencies make informed decisions about the Draft 2025 Regional Plan.

The public comment period for the draft EIR is now closed. Responses to written comments on the EIR will be posted on this web page as an appendix of the final EIR in December. The SANDAG Board is anticipated to consider certification of the final EIR on December 12, 2025.

The California Environmental Quality Act (CEQA) legally requires SANDAG to prepare this document and circulate it for public review for at least 45 days.

Members of the public are invited to comment however they wish. The most impactful comments provide additional information about reducing the plan’s potential impacts on the region’s environmental resources. The title of each EIR chapter and appendix describes the types of resources and issue areas analyzed in that chapter or appendix (e.g., forestry, water supply, wildfire).

Later this year (2025), SANDAG will finalize the EIR. At that time, we will post responses addressing significant environmental issues raised in the comments submitted online, by email, or by mail.
