Proposed Final Regional Plan Now Available: All 2025 Regional Plan documents have been updated. The Board of Directors will be asked to adopt the plan after certifying its accompanying Environmental Impact Report at their meeting on Friday, December 12.
As required by the California Environmental Quality Act (CEQA), SANDAG prepared an environmental impact report (EIR) for the 2025 Regional Plan. The EIR analyzes how the plan’s proposed transportation improvements could affect the region’s air and water quality, land use, and other natural resources, and proposes ways to reduce or avoid negative impacts. It helps decision makers, members of the public, and other public agencies make informed decisions about the 2025 Regional Plan.
Responses to written comments received on the EIR are included in Appendix N. The Board of Directors will consider certification of the final EIR on December 12, 2025.
