The appendices of the Regional Plan are technical documents. The Network Explorer attempts to make that information more accessible to everyone, from local government staff and community-based organizations to the general public.

How You Helped Build This Update
The 2025 Regional Plan is built on significant input from our region’s communities. The Board and Policy Advisory Committees (PACs), working groups, partner agencies, and community members in all six subregions provided input through interactive workshops. We listened to and considered comments from our online interactive map tool and pop-up feedback collection events hosted by community-based organizations. Thank you for being a vital part of the process.
Schedule
- May 23 to July 18, 2025: The Draft 2025 Regional Plan was circulated for public review and comment. Every comment received during the public review period was carefully reviewed, considered, and addressed. All comments received during the public comment period, as well as grouped responses to public comments, are included in Appendix J Attachment J6. Appendix J also includes detailed documentation of all outreach events leading up to the release of the 2025 Regional Plan.
- July 18, 2025: A public hearing on the plan was held at the Transportation Committee meeting.
- December 12, 2025: The SANDAG Board of Directors adopted the 2025 Regional Plan and certified its accompanying Environmental Impact Report.
Budget
The Regional Plan is funded by a mix of federal, state, and local dollars. This funding is used to develop the plan and its Environmental Impact Report in collaboration with the SANDAG Board and Policy Advisory Committees, public agency partners, tribal nations, other local stakeholders, and the general public.
