2025 Regional Plan Environmental Impact Report

STATUS: Complete

Project Overview

As required by the California Environmental Quality Act (CEQA), SANDAG prepared an Environmental Impact Report (EIR) for the 2025 Regional Plan. The 2025 EIR analyzed the environmental impacts of the 2025 Regional Plan’s proposed transportation improvements on resources like air quality, water quality, land use, biological resources, greenhouse gas emissions and more. The 2025 EIR also analyzed cumulative impacts, identified environmental mitigation measures, and analyzed the environmental impacts of not implementing the 2021 Regional Plan (No Project Alternative). The 2025 EIR provided information to decision makers, members of the public, and public agencies, so that informed decisions could be made about the 2025 Regional Plan.

Schedule

  • January 4, 2023: The Notice of Preparation was issued for public comment. The public comment period continued through March 6, 2023, and a public Scoping Meeting was held on January 12, 2023.
  • August 26 to October 13, 2025: The Draft 2025 Regional Plan EIR was circulated for public review and comment. Responses to written comments received on the EIR are included in Appendix N.
  • December 12, 2025: The SANDAG Board of Directors certified the 2025 EIR and adopted the 2025 Regional Plan along with the CEQA Findings of Fact, Statement of Overriding Considerations, and Mitigation Monitoring and Reporting Program for the 2025 EIR. 

Budget

The Regional Plan is funded by a mix of federal, state, and local dollars. This funding is used to develop the plan and its Environmental Impact Report in collaboration with the SANDAG Board and Policy Advisory Committees, public agency partners, tribal nations, other local stakeholders, and the general public.
