SANDAG Conducts Emergency Work on Retaining Wall along Rail Tracks in Bay Ho   

SANDAG will conduct emergency stabilization work on a portion of a retaining wall adjacent to the train tracks near the 4800 block of Santa Fe Street in Bay Ho. The retaining wall was built as part of the Elvira to Morena Double Track project along the Los Angeles-San Diego-San Luis Obispo (LOSSAN) Corridor. The Elvira to Morena Double Track project was completed in 2020.

During routine maintenance of the tracks, potential ground settlement concerns were brought to SANDAG’s attention by North County Transit District. Monitoring was conducted on the 2,600-foot retaining wall, and in May 2025, geotechnical findings indicated that approximately a 300-foot section of retaining wall required emergency stabilization work. 

SANDAG’s top priority is the safety and operational integrity of the railway line. Safety measures are in place, and daily monitoring of the retaining wall is being conducted. A full analysis also is underway to determine the root cause and extent of wall movement. 

The preliminary cost of repairs is estimated at $15.5 million, funded by a capital reserve fund. As more information becomes available, SANDAG will continue to provide updates at its upcoming Board meetings.
