University Avenue Complete Streets

Construction Notice: Crews are working along University Avenue between 60th and 69th Street. Traffic on University Avenue is being redirected to the center and westbound lanes while crews work in the outside lanes along the south side of University Avenue. Aragon Drive is closed to drivers traveling straight through and turning left. Parking will be reduced on University Ave during construction. This work is anticipated to last several months. (updated 08.04.2026)

Project Overview

The University Avenue Complete Streets project was previously known as the University Bikeway project. We renamed it to more accurately reflect the work that we are doing. The project will run along University Avenue between Estrella Avenue and 69th Street and along Estrella Avenue between University and Orange avenues, providing a vital connection for all roadway users within San Diego’s communities of City Heights, El Cerrito, Rolando Park, and Rolando Village, and the City of La Mesa.

The project includes 2.8 miles of separated bikeways and buffered bike lanes, bus islands, high-visibility pavement makings, and protected intersections. In addition, SANDAG has partnered with the City of San Diego to resurface University Avenue for the length of the project.

The project was strategically selected and designed to enhance transit and roadway operations and maximize safety for all road users. SANDAG engaged local businesses, residents, schools, and community groups to incorporate feedback on the project during the planning, environmental, and design phases.

Schedule

We started construction in March 2026 and expect to complete it in late 2027. SANDAG will manage construction and the City of San Diego will own and operate the bikeway upon completion.

The bikeway on University Avenue will connect to the future bikeway on Orange Avenue (one of six segments planned as part of the North Park | Mid-City Complete Streets project), the Central Avenue Complete Streets project, and other bikeways in the cities of San Diego and La Mesa.
