We have heard clearly from our communities that now is not the time to move forward with a mileage tax (road user charge/fee).
Because of this, our staff drafted an amendment that would remove the regional road user charge from the 2021 Regional Plan and shared this publicly in June. The amendment will be presented to our Board for their consideration in October.
The 2025 Regional Plan is still being developed. After analyzing and incorporating current data and community feedback, we will bring the 2025 Plan’s initial concept to our Board for review. Pending direction from our Board, there will not be a regional road user charge included in that either.
In the meantime, we want to be clear that SANDAG is not pursuing a regional road user charge.
Where We Are Now
We’ve prepared an amendment to the 2021 Regional Plan and a required Supplemental Environmental Impact Report (SEIR) which analyzes this amendment’s potential impacts on our region’s environment. We received 56 comments on the proposed Amendment and 21 comments on the SEIR. Responses to those comments are below in Attachment C to the Amendment and Appendix F to the SEIR.
The SANDAG Board of Directors certified the SEIR and adopted the proposed Amendment, along with the CEQA Findings of Fact, Statement of Overriding Considerations, and Mitigation Monitoring and Reporting Program for the SEIR on October 13, 2023.
