SANDAG Seeks Public Input on Blueprint for Future of Transportation in the San Diego Region
Draft 2025 Regional Plan Comment Period Open Through July 18
SANDAG has officially released the Draft 2025 Regional Plan, a long-range vision for improving the San Diego region’s transportation system over the next two decades. The draft plan is now available for public review and comment through July 18, 2025.
The Regional Plan is a federal and state mandated blueprint that ensures the region remains eligible for billions of dollars in transportation and infrastructure funding. It addresses transportation, housing, land use, and climate change goals, including a strategy to meet the state’s mandate for a 19% reduction in greenhouse gas emissions. The Draft 2025 Regional Plan focuses on delivering more convenient, equitable, healthy, and safe transportation choices in the San Diego region.
The draft plan balances near-term improvements with long-term goals, incorporating community input and the latest post-pandemic travel data. With a projected cost of $126 billion, the federal, state, and locally funded draft plan is more fiscally lean than previous versions and includes a funding strategy for construction, operations, and maintenance.
Draft 2025 Regional Plan highlights:
- Expanded transit service, including 35 new Rapid bus routes by 2035
- Enhanced transit, with more frequent trips and longer service hours
- Improved rural transit options, with more routes and daily service throughout the week
- Expanded on-demand transportation, featuring 36 flexible fleet service areas offering community shuttles
- A complete network of Managed Lanes to improve highway traffic flow and travel reliability
- Complementary programs, including the Youth Opportunity Pass, safety investments, and a regional vanpool program
SANDAG will host a series of public learning sessions across the region to provide an overview of the Draft 2025 Regional Plan and gather feedback:

The Draft Environmental Impact Report for the 2025 Regional Plan will be released for public comment later this summer. Over the fall, SANDAG will respond to public comments and make final refinements to the plan, which will be brought to its Board of Directors for consideration by the end of 2025.
