Notice of Public Hearing: Proposed SANDAG Building Code Ordinance No. ORD-2026-01

The San Diego Association of Governments (SANDAG) Board of Directors will hold a public hearing on October 31, 2025, to consider adoption of Proposed Ordinance No. ORD-2026-01, establishing the SANDAG Building Code by adopting by reference the 2022 Edition of the California Building Standards Code (Title 24 of the California Code of Regulations, Parts 1 through 12, (“Title 24”)).

Background and Purpose

Title 24 contains building standards governing the design and construction of buiding occurpancies throughout California. This proposal authorizes the SANDAG Chief Executive Officer to appoint a third-party consulting firm to act as the Building Official for review and inspection of the Otay Mesa East Port of Entry Project as defined in the Otay Mesa Toll Facility Act (Streets & Highways Code §§ 31460–31483), ensuring compliance with local, state and federal standards.

Key Proposed Provisions

Section 1: Adopts by reference the 2022 California Building Standards Code, Title 24 of the California Code of Regulations, consisting of Parts 1 through 12, as the SANDAG Building Code.

Section 2: Appoints the SANDAG Chief Executive Officer as Chief Appointing Authority; references Title 24, Part 2 as the “Building Code of the San Diego Association of Governments”; and, authorizes retention of consulting firm(s) to act as Department of Building Safety and appointment of a Certified Building Official, meeting the minimum qualifications required by laws, ordinances, regulations, or standards.

Section 3: Publication required within 15 days of adoption of the ordinance with the names of the members of the Board of Directors voting for and against. A certified copy of the full text is available at SANDAG. 

Section 4: Effective 30 days after adoption.
