Southeastern Connect

SANDAG and the Urban Collaborative Project CDC have partnered to launch Southeastern Connect, an on-demand, microtransit service in Southeastern San Diego. The service provides residents and visitors with accessible, sustainable connections to key destinations in the Mount Hope, Chollas View, and Emerald Hills neighborhoods. 

This electric vehicle (EV) service provides zero-emission rides for up to four passengers within the service area. Reserve a ride through the Via San Diego smartphone app or by calling the service hotline.

Before launching the program, we worked with our partners and the Southeastern San Diego community to gather feedback through surveys and discussions. Community feedback has been an important part of shaping this project and will continue to help provide more options for navigating Southeastern San Diego.

The service is operated by Via Transportation and funded by SANDAG, the City of San Diego, and the Clean Mobility Options Voucher program. 

Clean Mobility Options is part of California Climate Investments, a statewide initiative that puts billions of cap-and-trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment—particularly in underserved communities. It is also part of the California Energy Commission's Clean Transportation Program, which is investing more than $1 billion to accelerate the deployment of zero-emission transportation infrastructure and support in-state manufacturing and workforce training and development.

The Southeastern Connect service is partially funded via a Supplemental Environmental Project (SEP). The San Diego County Air Pollution Control District (SDAPCD) administers an SEP program to evaluate community-based projects that can be funded from a portion of the penalties received during settlement of enforcement actions. The SEP program can improve public health, reduce pollution, increase environmental compliance, and bring public awareness to neighborhoods most burdened by environmental harm.
