SANDAG Takes Next Step in Advancing LOSSAN Rail Realignment Project
Public Invited to Provide Feedback on Environmental Study through June 30
On Friday, SANDAG will be accepting public comments for the environmental review process for the Los Angeles – San Diego – San Luis Obispo (LOSSAN) Rail Realignment Project. The 45-day comment period runs through June 30, 2025.
The public is encouraged to review and provide feedback on the updated Notice of Preparation (NOP), which reflects direction from the SANDAG Board of Directors to staff to study four route alternatives and one no-build alternative in the environmental process. The refinements are based on the more than 1,500 public comments received during the 2024 scoping period, findings from the value analysis study completed in the winter, and direction from the SANDAG Board in February.
As part of the draft Environmental Impact Report (EIR), several technical studies will be completed to evaluate the potential impacts to air quality, noise, traffic, water and biological resources, visual character, and more. While no specific impacts to property have been determined, they will be assessed in the draft EIR and circulated for public input. The technical studies and the environmental process are anticipated to last about 3 years.
Refinements to the alternative concepts will continue to be made throughout the environmental process based on technical engineering and environmental analysis, public feedback, and the direction of the SANDAG Board.

The LOSSAN Rail Realignment project will evaluate options to maintain and enhance passenger and freight service along the approximately 1.7 miles of track atop the eroding coastal bluffs in Del Mar, enhancing long-term safety, reliability, and resiliency along the corridor. The LOSSAN rail corridor is a vital transportation link that connects San Diego to the rest of California and the nation. The LOSSAN corridor also plays an important role in the Defense Department’s Strategic Rail Corridor Network (STRACNET) for military use. The rail line provides critical freight access to Marine Corps Base Camp Pendleton and the Port of San Diego.
