University Bikeway

The University Bikeway is one of six segments planned as part of the North Park | Mid-City Bikeways. The 2.8-mile bikeway will run along University Avenue between Estrella Avenue and 69th Street and along Estrella Avenue between University and Orange avenues.

Project features include separated bikeways, buffered bike lanes, bus islands, high-visibility pavement makings, and protected intersections designed to make the streets more safe and pleasant for everyone. In addition, SANDAG has partnered with the City of San Diego to resurface University Avenue for the length of the project.

The project was strategically selected and designed to enhance transit and roadway operations and maximize safety for all road users. SANDAG worked with local businesses, residents, schools, and community groups to incorporate feedback on project aesthetics, landscaping, and design features to the extent possible.

The City of San Diego will own and operate the bikeway and SANDAG will manage construction.

Project Timeline

Since the North Park | Mid-City Bikeways planning process began in 2013, seven community workshops were held and over 90 presentations were made to local community groups. This has allowed the community to discuss project details and provide input on project design in order to achieve the goal of creating more opportunities to walk and bike in a low-stress environment.

As part of the California Environmental Quality Act (CEQA) process, SANDAG prepared a Traffic and Safety Impact Assessment for the project, which was published on May 1, 2018. SANDAG hosted an open house and public hearing for the University Bikeway project on May 16, 2018, and provided written responses to the written and verbal comments from the meeting to the SANDAG Transportation Committee, which approved the CEQA exemption for the project at its June 15, 2018, meeting.

During the final design phase, SANDAG worked with the community and partners to fine-tune aesthetics and design elements that were practical for the project.

SANDAG is preparing to begin the procurement process for selecting a contractor, with construction activities tentatively set to begin in summer 2025.
