Border to Bayshore Bikeway

Construction Notice:

  • Monday, December 29, street paving continues on Beyer Blvd (from Dairy Mart Rd to W Park Ave), Seaward Ave, W Park Ave (from Seaward Ave to Beyer Blvd), E Beyer Blvd (from Center Street to north limit), and Oro Vista Rd. 
  • Tuesday, December 30, street paving continues on E Hall Ave (from W Park Ave to Olive St), Grove Ave (from 13th St to 15th St, from Saturn St to Switzerland St, and from 15th St to 17th St), and Iris Ave (from Monterrey Park Dr to Beyer Blvd).
  • Wednesday, December 31, crews will finish paving the side streets, corners, intersections and driveways at Beyer Blvd, Grove Ave, Oro Vista Rd, Iris Ave, and E San Ysidro.
  • Friday, January 2, crews will be marking the street in preparation for upcoming permanent street line and lane painting along the project, with minimal impacts expected. (updated 12.24.2025)

The Border to Bayshore Bikeway is an approximately 6.7-mile bikeway that will provide safe biking connections within and between the Bayshore Bikeway in Imperial Beach, the San Ysidro community of San Diego, and the world’s busiest land border crossing at the San Ysidro Port of Entry. It also will make it safer and easier for people of all ages and comfort levels to bike to local shops, parks, schools, transit stations, and other community destinations.

The project includes different types of bikeways and improvements that were strategically selected and designed to maximize safety for people biking and walking while suiting the roadway conditions and the neighborhood. The Border to Bayshore Bikeway will help fulfill the vision laid out in the Regional Active Transportation Plan to make biking a safer and more convenient choice for everyday travel.

As of July 2024, the Border to Bayshore Bikeway is under construction, and we expect to open to the public in 2025.

Project Timeline and Funding

We began the conceptual planning phase of the Border to Bayshore Bikeway in early 2017. During this phase, SANDAG worked closely with the community, border stakeholders, and the cities of San Diego and Imperial Beach to establish the project goals, define the route, and develop preliminary conceptual designs.

We finalized the conceptual designs in 2018 and obtained the environmental clearances in December 2019. The final design phase was completed in 2022.

We broke ground in summer of 2023. As of summer 2024, the project is in the construction phase and is expected to open to the public in 2025.

Construction costs for the Border to Bayshore Bikeway are estimated at $16.9 million. The project is part of the Regional Bike Plan Early Action Program approved by the SANDAG Board of Directors in 2013. TransNet funds project planning, design, and construction. The project received additional funding from the state Active Transportation Program to help cover engineering, right-of-way, and construction costs.
