Project Overview

Build NCC was the first major phase of the Interstate 5 North Coast Corridor (NCC) program in the cities of Solana Beach, Encinitas, and Carlsbad. Build NCC advanced the NCC program’s balanced approach by coordinating I-5 highway improvements, coastal rail improvements, environmental restoration, and bike and pedestrian improvements as part of a single corridor strategy. By advancing these improvements concurrently, Build NCC improved mobility, expanded transportation choices, enhanced coastal access, and restored natural resources throughout the corridor.

Schedule

Construction began in 2017 following the California Coastal Commission’s approval of the NCC Public Works Plan/Transportation and Resource Enhancement Program. Build NCC was substantially complete by the end of 2025.

Completed Build NCC Projects

Build NCC highway improvements enhanced mobility, connectivity, and travel reliability throughout the corridor while supporting future express lanes, transit, ridesharing, and active transportation improvements.

  • San Elijo Lagoon Highway Bridge Replacement (completed 2022)
  • New carpool/high-occupancy vehicle (HOV) lanes in each direction from Manchester Avenue to Palomar Airport Road (completed 2022)
  • Manchester Avenue multiuse facility (completed 2022)
  • A new vista point on southbound I-5, just south of Birmingham Drive (completed 2022)
  • New carpool/HOV lanes in each direction from Palomar Airport Road to SR 78 (completed 2023)
  • New auxiliary lanes from Poinsettia Lane to Palomar Airport Road on northbound I-5, and from Cannon Road to Poinsettia Lane on southbound I-5 (completed 2023)
  • San Elijo Activity Hub Park & Ride (completed 2023)
  • Five new Encinitas and Carlsbad sound walls (completed 2024)

During construction, Build NCC also piloted the use of orange lane striping in active work zones to improve driver awareness, reinforce the 55 mile-per-hour speed limit, and enhance safety for both drivers and construction crews. Striping will wear away naturally over time.

In collaboration with North County Transit District (NCTD), Caltrans, and the Federal Transit Administration (FTA), Build NCC delivered rail improvements that increased reliability, improved operations, and expanded capacity along the LOSSAN Corridor for passenger and freight service.

Key completed projects include:

  • San Elijo Lagoon Double Track (completed 2019)
  • Chesterfield Drive Rail Crossing Improvements (completed 2019)

Improvements to bike and pedestrian facilities expanded regional connectivity, improved coastal access, and helped close gaps in local and regional trail networks throughout the corridor.

Key completed projects include:

  • Encinitas Coastal Rail Trail Phase I (completed 2019)
  • San Elijo Lagoon Rail Pedestrian Undercrossing (completed 2019)
  • Seven miles of the North Coast Bike Trail between Solana Beach and Encinitas, including new trail connections, lagoon access improvements, and east-west and north-south regional bike and pedestrian connections (completed 2022)
  • San Elijo Lagoon Bike/Ped Suspension Bridge (completed 2022)

We also completed bike and pedestrian improvements on:

  • Santa Fe Drive (completed 2020)
  • Encinitas Boulevard (completed 2020)
  • Chestnut Avenue (completed 2024)
  • Palomar Airport Road (completed 2024)

Build NCC environmental improvements enhanced coastal habitats, restored lagoon ecosystems, and supported long-term coastal resiliency through transportation, restoration, and mitigation efforts coordinated with SANDAG's TransNet Environmental Mitigation Program.

Key completed projects include:

  • San Elijo Lagoon Restoration—restored approximately 154 acres of wetland and upland habitat and improved lagoon function (completed 2020)
  • San Dieguito Lagoon Restoration Phase II—restored approximately 84 acres of wetlands and associated habitat (completed 2024)
  • Placement of more than 400,000 cubic yards of sand on local beaches to improve coastal resiliency and shoreline protection
  • Establishment and restoration of 19.3 acres of coastal and upland habitat adjacent to Agua Hedionda Lagoon as part of the Hallmark Site (completed 2024)
  • Acquisition, preservation, and restoration of habitat lands supporting NCC transportation improvements, including the Gateway Parcel, Batiquitos Bluffs, La Costa Property, Laser Property, and other sites managed through the TransNet Environmental Mitigation Program

Budget

Build NCC projects were funded through a mix of federal, state, and regional TransNet revenues.
